it was something very great importance for the region here because of mtc's master plan. this measure was approved by the governor but it was a long drawn out series of discussions with the administration to get to a final say so on the bill. essentially it authorizes for this area the authority for hot and toll lane would reside with mtc. there's a requirement that they must consult with the individual transportation agencies in the area. in addition, they can go a step further and between the transportation agency sponsoring a project at mtc, they can delegate certain activities including planning and design. they would not be -- mtc would retain the authority to oppose the toll and adopt toll policy. like i said, that was a hard fought, long standing series of discussions throughout the year. it culminated in a success. this ab902 was approved. this measure deals with diversion programs for v iolations of the vehicle code that do not involve motor vehicles. you think of bike or pet violations. it extends what was available in law as diversion program for minors. now to
